Commentary: Volcker rule enforcement may be underwhelming

Peter Henning writes that because there are numerous exemptions to the Volcker rule, enforcement of the ban on proprietary trading by banks will likely be lackluster. The rule itself features minimal guidance on enforcement. As well, punishments for rule violations are not spelled out, although it is suggested that the rule include its own schedule of civil penalties.
