Controversial online school accepts registrations while funding debate continues

Iowa state officials and Pocahontas Area school district administrators cannot agree on whether a new cyber school scheduled to open next fall is eligible for the state's full per-pupil financial aid. State officials say the program does not qualify because parents, not certified teachers, would be the students' primary instructors.
