President Barack Obama proposed leaving in place Bush-era tax cuts for Americans with annual incomes of less than $400,000 in his latest plan for avoiding the "fiscal cliff." He backed a measure that would slow the growth of social programs, particularly Social Security. Matters that separate Obama and House Speaker John Boehner, R-Ohio, now relate to cost, rather than philosophical differences.
