Report: Rising health costs, reduced federal aid to hit states

State governments are facing the dual threat of rising care costs and reduced federal contributions, according to a report by the National Governors Association and the National Association of State Budget Officers. Governors are preparing for a significant reduction in federal aid, but states are ill-equipped to fill the anticipated funding gap due to the increasing costs of retiree health care, employee health insurance and Medicaid.
