Feds want Calif. to adopt strict safety rules for refineries

The U.S. Chemical Safety Board wants California to adopt stricter rules to regulate refineries following the 2012 fire at Chevron's refinery in Richmond, Calif. The agency, which investigated the incident, said in its draft recommendations that the state should impose rigorous and performance-based regulations to ensure safety.
