European banking groups express concerns about proposals:

Proposals on capital requirements and other regulatory reforms from the Basel Committee on Banking Supervision raised questions and concerns among banking associations in Europe. The German group VOEB, an association of public-sector banks, said the capital and liquidity requirements could hurt lending. Meanwhile, Johan Hansing, chief economist at the Swedish Bankers' Association, said effects of the proposals taken together are cause for concern.
