Restaurateur sees economy's tide turning

Timing was everything for Evanston, Ill., restaurateur Mitch Dulin, who took advantage of recession-era rents and invested between $500,000 and $1 million of his own money in a tight credit market to open the 60-seat Central Street Cafe in August. He fills every seat at lunch and dinner, he says, one sign among several that the economy is headed for better days.
