Boehner proposes backup plan to avert "fiscal cliff"

House Speaker John Boehner called for a backup plan to avert the "fiscal cliff" that would extend tax cuts for Americans with incomes of up to $1 million a year. The "Plan B" would allow automatic cuts in domestic and military spending to go forward in January. White House aides rejected Boehner's suggestion but said they are optimistic that a broad compromise can be achieved.
