More Texas schools deemed low-performing

About 12% of Texas public schools earned low state rankings, a 12.5% increase over last year, attributed to higher passing standards. Hundreds of thousands of students at the worst schools will have the opportunity under NCLB to transfer to a better-performing one, but few likely will do so, based on past trends.
