Google offers cost-per-engagement service that scales ads

Marketers can now design their own cost-per-engagement ads with a self-service feature from Google that scales the ads according to screen size and pushes them across channels. The ads use standard YouTube mastheads and expand only when users hover over the ad for at least two seconds.
