Spain's National Police force is the world's most retweeted government institution, bagging 16,000 retweets a week on average, according to social media chief Carlos Fernandez Guerra. He works to create funny hashtag campaigns and catchy tweets that help raise awareness of law-enforcement issues. "While the FBI mostly publishes statements, we are more proactive and use social media in a preventive way," Fernandez says.
