Louisiana lags in distributing federal funds, FEMA says

Some New Orleans officials are complaining that Louisiana is holding on to federal money needed to repair and rebuild the city. FEMA officials said just 38% of the $5.1 billion it allocated to reimburse local officials for infrastructure projects following Hurricane Katrina has reached communities. Mississippi has distributed a greater percentage of federal funds intended for repairs and rebuilding.
