Virginia design-build highway paves way for container terminal

The completion of a $22 million design-build highway project in Virginia is allowing for a 2007 opening of the nation's largest privatized container terminal. The design-build project involved elevating a 2-mile portion of Route 164 in Portsmouth, Va., by 22 feet, and new ramps will provide access to the new 230-acre terminal owned by A.P. Moeller-Maersk, of Denmark.
