Observers: Fed misses opportunities to boost confidence

Communication issues on the part of the Federal Reserve are causing the agency to miss opportunities to increase confidence in the markets, which could be integral to whether a recession occurs, according to observers. "Right now, the Fed is having communications problems with the market ... Markets are a little confused. It is this going-back-and-forth that bothers the market," said Lyle Gramley, a former Fed governor.
