Illinois officials aim to ease Chicago rail congestion

Rail congestion in Chicago is causing the city to lose freight traffic to cities with competing rail hubs, officials say. The Illinois Transportation Department has applied for stimulus funds for a passenger rail system, which could ease congestion on freight lines. Meanwhile, a task force has recommended 71 projects that would cost a total of $2.5 billion.
