GOP, critics disagree on intent of FCC reform proposal

A House measure to overhaul the Federal Communications Commission is meant "to implement a transparent, predictable and consistent process," according to its sponsor, Rep. Greg Walden, R-Ore., chairman of the communications subcommittee. But watchdog groups and some Democrats say the real intention of the bill is to water down the FCC's authority to regulate or place conditions on mergers, such as the failed alliance of AT&T and T-Mobile and the recent successful Comcast-NBC Universal deal.
