California district embraces small-group model

The Atascadero Unified School District's use of small-group learning has catapulted one elementary school into the top ranks statewide and helped a junior high school boost attendance rates. The junior high school's small learning centers offer students twice the reading and math instruction time they normally would get, although they sometimes miss out on electives.
