EU moves forward with plan to charge carriers for emissions

The EU on Wednesday went ahead with a plan to impose charges on airlines if they exceed goals set for carbon dioxide emissions. The rules will apply to all flights between bloc states in 2011 and flights to other continents by 2012. Some airlines oppose the plan and say efforts to improve air traffic control and reduce holding patterns would more effectively curb emissions.
