No signs of redevelopment in New Orleans' Lower 9th Ward

In New Orleans' Lower 9th Ward, which was devastated in the aftermath of Hurricane Katrina, the streets are silent and void of any signs of rebuilding, despite the $80 billion the government has spent to help the region recover. With more than 1,300 buildings severely damaged, the Lower 9th Ward suffered more damage than nearly any other part of the city, yet only four permits for new homes have been issued for the area.
