Fla. district struggles with rising number of English language learners

School officials in Florida's Orange County say they are overhauling policies and tactics to meet the unique educational needs of a growing Hispanic population. Educators say their biggest struggle is with accountability -- preparing students to take standardized tests after just two years of English language instruction when many experts say it can take as long as seven years for a student to master a new language.
