Experts debate causes of declining teen birthrate

Experts agree educational campaigns have helped reduce the teenage birthrate to a historic low of 43 births per 1,000, a 30% decline over the last ten years. Educators are split, however, as to which type of sex education -- abstinence-only or comprehensive -- should be credited with the improvement.
