Vermont teachers propose to trade away strike rights

The head of the Vermont chapter of the National Education Association says teachers will trade their right to strike if school boards give up their ability to impose contract conditions and if disputes are settled by binding arbitration. While lawmakers will consider the proposal after the holiday recess, district leaders aren't keen about the idea.
