Columnist Randall Forsyth writes that despite concerns about the "fiscal cliff," Congress adjourned for the holidays. Forsyth explains that there are three possible reasons lawmakers feel comfortable taking a break at this time. One, all is well and a resolution will be forged between Christmas and New Year's. Two, an agreement won't be reached but a stopgap measure will be passed. Or, three, the nation will go off the cliff and Congress will busy itself in 2013 to try to clean up the mess.
