TSA pilots managed inclusion program for PreCheck

The Transportation Security Administration is testing its Managed Inclusion program at international airports in Tampa, Fla., and Indianapolis. The program lets passengers who are not eligible for the TSA's PreCheck program use the expedited security checks after they are subject to a bomb-sniffing dog and a trained agent.
