Education reforms aimed at winning federal Race to the Top funding for schools are expected to be a priority in state legislatures in 2010. Many states struggling with recent midyear budget cuts and the likelihood of more reductions to come are setting their sights on government-backed reforms -- like tying teacher evaluations to student progress and lifting caps on charter schools -- to secure much-needed funding. "The whole Race to the Top just provided a focal point for a whole range of things that might have been difficult to do in other times," Tennessee Gov. Phil Bredesen said.
