Biggest budget challenge is race against clock

Crafting a bipartisan budget compromise was just the first step. Now lawmakers have to create a comprehensive spending bill that outlines the money each part of the federal government will receive. Lawmakers face Jan. 15 deadline or the government will shut down – again. "The biggest challenge is probably just time," said Keith Kennedy, a former staff director for the Senate Appropriations Committee.
