Fewer Florida teachers apply for national certification

Many Florida teachers say they cannot afford to seek national certification after state budget cuts eliminated money for training and teacher bonuses. Just one-tenth the number of teachers who applied to be nationally certified last year are trying this year in Florida -- a state that recently had 1,826 teachers earn national certification.
