Opinion: Bill of rights won't help travelers

Passing a passenger's bill of rights is the wrong way to address customer service problems, the Arizona Republic editorial board writes. The board notes that carriers have no control over some situations that cause delays, such as bad weather. Instead, carriers should voluntarily agree to meet travelers' essential needs during extensive delays.
