Maryland county adopts skills-based grading system

Educators in one Maryland county will switch to a grading system that assesses student progress on more than 100 different skills. Despite the objections of many educators and teachers unions, which say the new system is clumsy and time-consuming, county education officials say the Articulated Instruction Module will provide specific information about what skills students are or are not learning.
