Several states complain about insurance coverage fines

Several states including New York and California are protesting the Senate health bill, saying that its insurance penalties are unfair to states that already have expanded coverage. Under the Senate bill, states with expanded coverage would be required to pay a greater proportion of new Medicaid costs than those states that have not already expanded coverage.
