Should special-education law take into account RTI strategies?

Questions remain regarding the use of response to intervention in schools, which involves an escalating series of strategies to address skills with which students are struggling. The practice has been shown to reduce the number of students identified as having learning disabilities, but schools still are subject to federal laws that do not consider RTI strategies, but require them to provide students with timely and appropriate evaluations for special education.
