Etiquette experts around the country are finding a new niche as parents outsource the job of teaching their children table manners and proper ways of behaving in public. At Chenery Park in San Francisco, Tuesday night is family night, with owner Joe Kowal enforcing and often helping parents teach proper restaurant behavior.
