Defense, budget measures win president's signature

A budget bill that ends the threat of a January government shutdown and a defense authorization that boosts military pay 1% have now become law, following President Barack Obama's signing of the measures while on vacation in Hawaii. Under the defense bill, the military has $552.1 billion plus another $80.7 billion for the war in Afghanistan.
