Teachers in Minnesota district reject merit-pay plan

The North St. Paul-Maplewood-Oakdale district will lose about $2.8 million in mostly state money after teachers rejected the state's performance-pay plan. The program, which is completing its first year, made teachers eligible for up to $1,700 in performance pay this year.
