Proposed Pennsylvania graduation requirement criticized

Pennsylvania Gov. Ed Rendell has proposed requiring high school students to pass state exams before graduating, saying the mandate will better prepare students for work or higher learning. However, state Republican lawmakers say they plan to try and block the requirement because they believe it is not needed and would be an expensive move.
