Senate to act on proposal that would block EPA emission rules

The Senate in January is set to vote on a proposed measure that would prevent the Environmental Protection Agency from making emissions regulations for power plants and other utilities. Sen. Lisa Murkowski, R-Alaska, succeeded in guaranteeing a vote on the amendment to U.S. debt-ceiling legislation after she failed to make the emissions measure part of an EPA spending bill in September.
