Emerging Energies pushes for Wis. wind farm despite unclear rules

Emerging Energies has applied with the Wisconsin Public Service Commission to build the 102.5-megawatt Highland Wind Farm, which would have 41 turbines spanning two St. Croix County towns. Despite uncertainty regarding wind-energy regulations that were suspended prior to taking effect in March, Bill Rakocy, the company's founding member, is confident that the project will eventually be approved.
