Calif. city manager tackles challenges in first year

In his first year as city manager of Riverside, Calif., Scott Barber faced the end of an initiative in which millions of dollars had gone toward capital projects, city development staff and various programs, but he also reorganized the city's staff, worked on economic development and brought businesses and jobs to the area. "I think under all the circumstances that he's had before him, particularly the hurdle of redevelopment being eliminated, he's done an amazing job," Councilman Steve Adams said.
