Tenn. county mayor says lack of ethics committee is a violation

Cheatham County, Tenn., Mayor David McCullough told the county commission it was violating a county resolution after it voted down his request to form an ethics committee. The resolution, which was passed in 2007, stated that an ethics committee would be formed, but it never was. However, the commission could amend the resolution and eliminate the committee requirement. Under McCullough's plan, the five-member committee would hear ethics complaints and direct them to the appropriate agencies.
