Alaska, Horizon will waive some bag fees to speed boarding:

Alaska Air Group, parent company of Alaska Airlines and Horizon Air, posted a note on its Web site that says the carriers will "waive baggage fees for items checked as baggage that the passenger otherwise would have taken aboard as carry-on baggage from Mexico or Canada." The move is an effort to speed up boarding on international flights in the wake of the recent terrorist plot and ensuing security measures.
