Amtrak: Hefty investment is needed to upgrade rail system

Amtrak's efforts to lure more business travelers have proven successful -- ridership is up in the Northeast -- but the railway asserts that massive investment is needed to make the gains long-lasting. Just on its busy Northeast Corridor, Amtrak estimates it needs $700 million a year for the next 15 years to operate, improve and maintain the system.
