Study: Offering higher salaries to retain urban teachers is misguided

Most Texas teachers who changed jobs were motivated more by the desire to work with high-achieving students than better pay, says a study of teacher moves in Texas between 1993 and 1996. The report found that districts should improve classroom working conditions rather than offer higher salaries to entice teachers to stay in struggling schools.
