Patients rush to get tests, procedures before new insurance kicks in

Many patients are trying to get tests and procedures performed before their new health insurance plans become effective, health care providers say. Some plans do not cover certain tests and procedures, have higher deductibles than old plans, and do not include patients' preferred providers in their networks.
