The IRS issued a Notice of Proposed Rulemaking on Dec. 28 about the employer requirements under the Affordable Care Act, many of which will take effect Jan. 1, 2014. The mandate will require "applicable large employers" to either offer full-time employees (and their dependents) an "affordable" health benefits package that meets a "minimum value" standard, or face possible penalties. Applicable large employers are defined as employers with 50 or more full-time-equivalent employees. IFA is reviewing the extensive 144-page rule, which was accompanied by a Q&A document, and will have a full analysis soon.
