Mich. city council creates fund-balance policy

The Jackson, Mich., City Council unanimously approved a plan to increase the unassigned fund balance and to establish a formal fund-balance policy. The policy will increase the maximum percentage of budget expenditures allowed in the fund balance to 30% and will set the minimum at 15%. The recommended unassigned fund balance for municipalities is 17%, according to the Government Finance Officers Association.
