In a 49-51 vote, the Senate rejected a measure known as the Health Care Freedom Act that would have repealed the Affordable Care Act's individual and employer mandates, defunded Planned Parenthood and delayed the medical device tax by three years. John McCain, R-Ariz., one of three GOP senators who voted against the "skinny repeal" legislation, said the proposal fell short of Republicans' promise to repeal and replace the ACA with meaningful reform.
