New York City wants to use a design-build contract for the $1.9 billion rehabilitation of the Brooklyn-Queens Expressway, but state lawmakers failed to pass legislation authorizing that type of contract. The city, which says the method could save time and up to $300 million, is still hopeful that authorization will come in a January legislative session.
