Energy Transfer Partners, the developer of the Rover natural gas pipeline, said on Friday that the presence of diesel in spilled drilling fluid might have been due to an accident or sabotage. ETP was prohibited from using diesel while drilling for the Rover pipeline, yet the Ohio Environmental Protection Agency has found diesel in spilled drilling fluids even though ETP says it never requested or approved the addition of the fuel.
