The Environmental Protection Agency is expected to propose a rule repealing the Clean Power Plan, arguing its scope is beyond what the law allows, followed by a public comment period on whether EPA should pursue a replacement. "Any replacement rule that the Trump administration proposes will be done carefully and properly within the confines of the law," said Liz Bowman, an EPA spokeswoman.
