Drawbacks to an economic overhaul in China, including regulatory challenges for foreign companies and growing government control over state-owned businesses, have overshadowed progress made otherwise, according to a report from the EU Chamber of Commerce in China. Countries should do not seek to influence China by "using tariffs as a tool" because of risk to the global economy, chamber President Mats Harborn says.
